There's to be a big celebrity banquet to celebrate Caroline's 2000th strip, but there's a snag: Caroline is completely blocked in terms of fresh, funny ideas. While everyone else waits for her to get ready (Richard in a cheap rental tuxedo which gradually disintegrates), Caroline fantasizes about what life would be like if she retired. When she tearfully refuses to attend the banquet and does laundry instead, Richard gently points out that she has stopped writing about her real life in the strip (her fictional counterpart is ""still dating that veterinarian"") and perhaps it is time to bring her readers up to date -- and Caroline immediately draws a strip about their first date on the side of the washing machine.

Daggett gets taken in by EC comics books' "The Konspiracy Komiks Presents: The Attack of the Howler Leeches" and sends away for the Konspiracy Kevin head doll. When Dag pulls the string, the head warns him that all animals will be attacked by the Alien Howler Leeches. He panics while Norbert thinks he's been scammed. Dag persists in his paranoia, so Norb recruits Big Rabbit, Barry the Bear, and Truckie to justify his fears.

Norb wrestles with bed biting, the common beaver childhood problem of chewing while asleep. While Dag maintains it's no big thing, cool guy Norb has a tough time dealing with it.

Section goes after Nikolai Markali, a politician whom Operations correctly believes is connected to the terrorist organization, Badenhein, although the suspicions at first appear to be unfounded. Other than these suspicions, he appears to be a man whose only crime appears to be being married to Operations' ""widow,"" Corinne - the woman Operations was married to when he ""died"" upon his recruitment into Section. Madeline, posing as a therapist taking over Corinne's case, and Michael, posing as a therapist slowly drive Corinne insane using a highly addictive ""medication"" which makes her extremely unstable and an altered videotape making it appear Nikolai was having an affair with Nikita. According to the mission profile, Corinne takes her husband's life.

They take the Rugrats to Bob's Fully Automated Bakery to get the cake. While there, Tommy's gift to Didi, a frog, got away, prompting Dil to try and find it while the Rugrats try to rescue Dil before he becomes a cake. Meanwhile, Betty takes Didi to an English tea shop, where waiters sing songs for every occasion -- to the tune of ""Hail Britannia"".
