A young boy finds him in his disabled car and asks him to rescue his 12-year-old brother, trapped in a nearby flooded culvert. Doug is able to get the boy out, but must improvise further in order to keep him alive. Back at County, Benton, Carter, and Harper work hard to save a young hit-and-run victim whose bickering parents further complicate the situation.
