Anastas Poltroni is the head of an international narcotics syndicate, and has taken refuge in a country with no extradition treaty. The IM Force is assigned to lure him out without kidnapping him (to avoid the publicity). Cinnamon woos Carson until Briggs, pretending to be her husband, interrupts. Carson refuses to bribe Briggs, while Barney plants some of Carson's heroin in his own hotel room and tip off the police. The IMF ambush Carson and steal the heroin, and Carson later escapes. He grabs Cinnamon and follows Briggs to a deserted lodge to retrieve his own heroin. The police are hot on his trail, and he flees with Cinnamon still in his grasp. Thanks to confusing road signs altered by Barney, Carson ends up over the border where he is arrested and the heroin is taken into custody.

While working as a fishing crewman, Kimble becomes embroiled in a union strike which is orgainzed by Joe Donovan, the son of Kimble's employer, grizzled fisherman Tony Donovan. During a rally, Kimble, Tony and a few others are arrested. After being released, Kimble tries to leave town knowing his secret will be revealed, but he's prevented from doing so. When the police finally learn Kimble's idenity, they question Tony about his whereabouts, but the sympathic Tony claims not to know. He then offers to take Kimble to Mexico if he helps him out on his latest fishing trip. But Joe sees Tony smuggle Kimble on his boat and calls the authorities.
While in a strange town, Heath and Nick buy a bull from a man who turns around and has them arrested for stealing it. The sherrif catches up to them while they sit around their campfire, and a fight ensues in which Heath badly burns his leg in the fire. The crooked sheriff takes them to a road gang prison to await trail. . .in a few months!! The cruel warden refuses to allow Heath a doctor and makes him work alongside the others. They soon find out the real reason that innocent drifters are arrested and imprisoned, free work labour for the man whom the Barkley brothers had bought the bull from. Meanwhile, at home Jarrod has found out what has happened to his brothers and heads out after them. Arriving at the prison he demands to see them and when the warden refuses he threatens him with legal action if he is not allowed to see his clients. After he speaks with them he rides off to find the circuit judge. Getting scared that the truth will come out now that he realizes who he's dealing

After a boiler on the train blows, Calhoun offers to refund all the passengers, but a headstrong woman is determined to continue on as planned to the mine her grandfather left to her. While the Castaways attempt to rehabilitate him, he ends up leaving the island, accompanied by Mrs. Howell's pearl necklace, Mr. Howell's wallet, and Ginger's earrings!

After he decides to put the legendary fish in a Raleigh museum, Howard learns a lesson from Opie that "Old Sam" is such an important part of the town's history that he brings the fish back to lakes surrounding Mayberry.
