The deaths of three women with the same name lead Fontana and Green to the nine-year-old conviction of Leland Barnes, who had shot and killed his wife in an office full of people. With two of the three witnesses against him dead and Jack McCoy on the hit list, the detectives struggle to determine how Barnes, who has been in prison the entire time, got someone on the outside to kill the only people who could keep him in jail. The investigation leads them to Leland's two sons, with surprising results.

After sixteen-year-old Lauren Westley loses her unborn child due to a severe abdominal beating, her father's insistence that Lauren was raped leads detectives to the baby's father, but it isn't long before the detectives realise that Lauren was an active party in her own beating, and the two teens had found it necessary to take the steps they did because the abortion clinic kept putting off Lauren's request for an appointment. Novak faces a tough opponent in her own office when she and Branch disagree over the appropriate action to be taken against Wayne Mortens, the young girl's boyfriend.

Four years earlier, Carl Hickey ran for mayor to redirect a proposed airplane traffic route over his house and away from the wealthy part of town. Earl unfortunately ruins any chances of his father winning when caught in on tape assaulting a police officer. Earl must now help his father get elected and mend his relationship with his father.
