During a typical morning rush hour in downtown Miami, an unseen sniper chooses three victims at random and opens fire, killing each with a single shot to the head. Horatio and his crew rush to the scene, which is quickly mobbed by TV news reporters eager to spin the murders into a national story. The initial investigation doesn't reveal much, as there were no witnesses and little evidence remains. But the case heats up when the sniper strikes again, killing two more innocent people.

Along the way, they would have to get past 4 trained attack dogs. The two men and the two women to raise the 6 flags and get out the fastest would advance to the next round. The others would be eliminated. Stunt #2: Gas Chamber Contestants would have to stay inside a room full of c.s. gas (tear gas). The three contestants to stay in the room the longest would advance to the finals. Stunt #3: Car Carrier Drive-Thru Contestants would start out driving a car next to a moving car carrier going 40 miles per hour. When a horn sounded, they would have to drive their car up a ramp and into the back of the car carrier. The contestant to do this the fastest would be the Fear Factor Champion.

It's Breanna's 16th birthday, and Flex's fufills her greatest birthday wish by getting her a car. Knowing just how expensive cars are Flex tries to get Breanna a cheap used car by going to Duane'a car lot and pulling a fast one on him. With alot of negotiations Duane allows Flex to get the best car out of the lot for a really cheap price. When Breanna, Spirit, and Arnaz drive it it suddenly breaks down after a mile or two. When Flex tries to get Duane to pay for fixing the car he refuses and they decide to take it to court and sue each other on ""Judge Joe Brown's Court"". When they arrive their it seems that both of them are guilty for trying to scam each other so nobody wins. In the end Flex and Duane realize their mistakes. They make up and both of them decide to pay for Breanna's broken car.
