A senator attaches a rider to the federal budget bill that would ban gay marriage, almost daring the President to veto it, as the physical infirmities of Bartlet's MS become more pronounced. The Internet is rampant with a story that questions CJ's sexual orientation, and it is only fueled further when CJ refuses to dignify the allegations by putting out a statement. Donna joins the Vice President's senior staff, and heads for New Hampshire to start up Russell's presidential campaign there. And Santos decides that he will run for president after all, but only if Josh will leave the White House to manage his campaign.

A young John Doe, nicknamed 'Slick', is found lying across the rails of an underground subway. At first, he appears to have died from third-rail electrocution, but an autopsy suggests that he may have met his end by other means of electrocution. Meanwhile, Leo Whitefield is found shot dead at close range in a gallery he owns, with no sign of break in or theft, and a construction worker turns up with a fatal injury to the head.

However, the evidence doesn't match up and the CSIs discover that a cheating girlfriend, not gang retaliation, may be behind the shooting. Meanwhile, Ryan questions a mother in the emergency room after her story regarding her child doesn't add up.

A bored and desperate Dee Dee puts on a show for an apparent peeping tom in the building across the street from her apartment.

Maya and Toni question William and Joan's relationship because of their refusal to show affection in front of others. The couple gives holding hands in public a try, but soon runs into Joan's ex Brock. William is perturbed when Joan fails to tell Brock that they are dating, and suspects that she still has feelings for him. Maya and Toni back up this theory, and Joan is forced to admit this is true. Joan later gets into an argument with Brock and reaffirms her relationship with William. Meanwhile, the mother of Lynn's ex-boyfriend Lenny goes all out to try to reunite him with Lynn.

Computer Lab: Ned and Moze are banned from the computer lab. Cookie learns about life away from technology thanks to Lisa Zemo. Ned and Moze disguise themselves to get back in the lab. Backpack: Ned needs a new backpack after his breaks so he goes to Backpack Boy for help. Moze loses her backpack so she needs to find it before somebody reads her personal diary. Cookie creates the "bodypack" so he doesn't need a backpack, but it backfires on him due to Loomer.

In the continued investigation of the "Iraq War Syndrome," David checks out a theory that the water purification system has malfunctioned. In Mexico, Jill and Carlos make a connection between a hybrid plant designed to detect land mines and the hemophilia epidemic. When that theory fails, David joins them in Mexico and explores the possibility that mosquitoes bred to eliminate malaria might be responsible. Bob quits NorBAC to pursue his love of perfume creation. Caroline receives the diagnosis she's been waiting for.
