Jackie, Jade, Uncle, El Toro and Paco track the talisman power of the Rat (reanimation) to Mexico. Finding the rat in an acient Aztec temple, El Toro accidently causes the rat's powers to accidently bringing a statue of the God Quetzalcoatl to 'life'. God Q mistakes Jade for the Goddess Chiuacoatl. In attempting to save Jade, El Toro is mistaken by God Q for Xoloti who takes souls to the underworld. God Q captures out heros on the outskirts of a nearby village. Daolon arrives to take the rat for himself. Jade manages to change the marking on Daolon's forehead to resemble that of Xolotl and convinces God Q that Daolon is the real enemy, not El Toro. Grabbing the rat from Daolon, Jade runs into the village and animates the Super Moose plush toys being sold there. The Super Mooses free Jackie and the others. God Q defeate Daolon and learn how he was brought to life, and agrees to be returned to a statute.
The Rugrats coat Dil with ""Baby Power"" (baby powder), so he could be strong enough to beat Spiffy in a game of Tug-Of-War. Shortly afterward, though, an earthquake strikes the city, leading the Rugrats to believe that Dil has too much ""Baby Power"", so they try to find a way to make him normal again. The earthquake has given Stu an opportunity to try special earthquake safety helmets on the Rugrats, the newest product from Pickles Industries, ""the first name in disaster"".
When Taffy takes the babies on a picnic in the park, Phil bonds with Dusty, a young "sanitation artist" picking up trash, who is eventually revealed to be doing community service for littering.

A schoolgirl named Natsumi Mizuki loses a kitty key chain from her mother when a cop thinks she took a picture of him giving information to the yakuza henchmen. Paul Wan, owner of the Honky Tonk cafe and friends of the GetBackers, lectures Ban and Ginji to accept the case. After many failed plans, The GetBackers finally retrieve the stolen object, but Natsumi has been captured by the cop and yakuza henchmen. The GetBackers rush to the scene, Ginji summons lightning from his body, resembling that of an electric eel. Afterward, Ban whips out a two hundred kilogram-force grip. An illusion from Ban's Evil Eye causes the cop to dream of killing both Ban and Ginji, and then being shot to death by policemen. After the Evil Eye ends, Natsumi is given back her key chain. Later, Natsumi obtains a part time job at the Honky Tonk cafe where The GetBackers usually hang out.
